Bully SMP Al Azhar 31. The Regional Child Protection Commission (KPAD) summoned the Summarecon Bekasi Islamic Middle School 31 Al-Azhar Middle School regarding reports of alleged student bullying with the initial P (13), Wednesday (11/12/2019).

TribunJakarta.com observations, a number of school representatives of approximately five people came to meet the call to the KPAD office on Jalan Jenderal Ahmad Yani, South Bekasi District, Bekasi City.

Bekasi City KPAD Chair, Aris Setiawan said the first summons was a form of clarification of the report received by his party from P student's parents, Fitriyasah (45)

"We have already called and clarified, it has been conveyed from the school regarding complaints that came to us," Aris told TribunJakarta.com.

The results of this clarification will continue to be explored.

Aris asserted that there were two statements that were mutually contradicting the alleged bullying that allegedly happened to P. students.

"We will observe the results of clarification, we will deepen again, including with related parties, from parents we will also call again," he stated.

Another step that the KPAD will take in handling this case is to conduct a direct visit to the Al-Azhar Summarecon Islamic Middle School.

"We will only visit when we don't know when because from the school they also need preparation," said Aris.

Broadly speaking, the school denies any suspected bullying by senior P students who are Grade 7 students.

"If there is a report from the reporter (suspected of bullying), but if there is no report from the reporter, there is only a fight,"

"Because what we asked earlier was about the reports we received, a few things later we will ask again to the parents concerned," he stressed.

Meanwhile, the Al-Azhar 31 Islamic Middle School Summarecon Bekasi after fulfilling the call was reluctant to comment.

They submit completely to the KPAD so that a middle ground can be found.

As for the expenditure on P students from school, he explained, this was in accordance with applicable regulations.

"Every student who violates the rules listed in the code of conduct, will be charged points that are proportional to the weight of the violations committed by students," he explained.

"If the student violation points accumulate to a certain amount, then the student will get the toughest sanction, which is willing to resign," he added.

The rules of the code of conduct and the point system to the sanctions that will be accepted by students are known to parents or guardians since students are registered as students of Summarecon Islamic Middle School 31 Summarecon Bekasi.

"The code of conduct is known, agreed upon and obliged to be obeyed by all students and parents, where students and parents of students have put their signatures on the stamp duty 6000, as a sign of understanding and agreeing," he explained.

Azmi came to the KPAD office on Jalan Jenderal Ahmad Yani, a former Immigration building, Komplek GOR Bekasi, South Bekasi District, around 14.00 WIB accompanied by his wife.

The purpose of reporting this alleged bullying is so that their children receive fair treatment from the school.

Because, P is known to often get violence done by his class sister when he was still attending Almarumon Al-Azhar Junior High School in Bekasi.

"So I came here to ask for justice from the KPAD for the treatment my son got, he was the victim of a beating by his senior," Azmi said after making a report in the Bekasi City KPAD.

Azmi explained, this alleged case of bullying was first revealed when her child was reluctant to go to school because she was afraid of being attacked by her senior.

"The last incident on September 26, 2019, my son cried as if he was lazy to go to school, instead he said 'Mother doesn't know that I was beaten'," he said.

From this confession, Azmi went to the school to ask for clarification of what had happened to her child.

He said that the school did not respond to allegations of bullying seriously.

Plus when he got a report from school that his son had a bad record.

This is seen from the behavioral evaluation points that have reached 1000.

Kuasa hukum PT BFI Finance Indonesia Tbk, Hotman Paris Hutapea mempertanyakan langkah PT Aryaputra Teguharta (APT) yang menggugat Kementerian Hukum dan HAM di Pengadilan Tata Usaha Negara (PTUN) Jakarta dengan Nomor Perkara 120/G/2018/PTUN.JKT terkait perubahan anggaran dasar atau peralihan saham BFI pada tahun 2001. Menurutnya, APT tidak memiliki hak untuk mengajukan gugatan tersebut lantaran bukan pemilik saham BFI.

Hal itu pun sebelumnya sudah dikuatkan oleh 7 kali Pengadilan Negeri yang isi putusannya menyatakan, Putusan Peninjauan Kembali (PK) Mahkamah Agung (MA) Nomor 240 tahun 2006 tidak dapat dilaksanakan (non executable) atau tidak bisa dieksekusi.

“Tujuan eksekusi itu untuk mengembalikan kepemilikan dia, tapi ternyata pengadilan menyatakan tidak bisa dieksekusi. Berarti dia belum jadi pemilik,” kata Hotman usai sidang di PTUN Jakarta.
 
Jika APT bukan pemilik saham, lanjut Hotman, sesuai pasal 53 UU PTUN maka APT tidak atau belum punya kepentingan untuk mengajukan gugatan tata usaha negara. “Kalau misalnya ada cacat atau pelanggaran dalam surat-surat Kemenkumham, yang berhak itu hanya pemilik. Dan siapa bilang dia pemilik. Sedangkan pengadilan TUN tidak berwenang menentukan siapa pemilik, itu masuk perdata,” tuturnya.

Menurut Hotman, APT terus berusaha mengklaim memiliki saham BFI lantaran nilai saham BFI saat ini sudah mencapai triliunan rupiah di bursa saham. “Siapa yang tidak akan berusaha berjuang untuk mendapatkan harta sebegini bagus dan sangat sehat. Coba dulu waktu krismon (krisis moneter), dimana dia ketika waktu itu masih jadi pemilik saham, mau enggak nanggung utang-utang BFI?,” tanya Hotman.

Seperti diketahui, sengketa antara APT dan BFI ini bermula ketika APT dan Ongko Grup selaku pemegang saham BFI pada waktu itu menyerahkan lebih dari 210 juta saham yang dimiliki di BFI sebagai jaminan atas utang 29 anak perusahaan Ongko Group pada Juni 1999.

Lantaran Ongko Grup tidak dapat melunasi utang bernilai lebih dari USD 100 juta itu hingga jatuh tempo kepada BFI Finance, maka BFI mengeksekusi saham-saham yang dijaminkan tersebut. Hal itu pun sudah disetujui dalam Rapat Umum Pemegang Saham Luar Biasa (RUPSLB) perseroan di tahun 2000. Dimana APT dan Ongko Grup sebagai pemegang saham telah menyetujui pengalihan gadai saham tersebut sebagai bagian dari penyelesaian utang anak-anak perusahaan Ongko Group kepada BFI Finance.

Setelah pengalihan saham APT dan OM, BFI membebaskan utang grup Ongko dan memberikan surat pernyataan pelunasan utang meskipun pada saat itu harga saham yang dijaminkan lebih rendah dari nilai utang.

Harian Press. PT Pertamina menyatakan, sudah kembali meningkatkan layanan SPBU di Palu pasca gempa tsunami, sehingga pasokan BBM semakin aman dan lancar. Mulai hari Selasa, 9 Oktober 2018  ada sebanyak 10 SPBU yang beroperasi 24 jam atau meningkat dibanding sebelumnya yang hanya lima SPBU.

Peningkatan layanan SPBU disebut tidak lepas dari dukungan operasional, baik itu penambahan tenaga relawan operator, jaringan listrik yang sudah pulih, serta pasokan yang disiapkan tiga kali lipat dari kebutuhan harian normal

Unit Manager Communication & CSR Pertamina Marketing Operation Region VII Roby Hervindo mengatakan, pengoperasian SPBU 24 jam akan terus bertambah seiring pulihnya infrastruktur SPBU dan jaringan listrik yang sudah membaik.

Meski begitu, Pertamina tetap mensiagakan genset di beberapa SPBU, mobil tangki dispenser, SPBU portabel dan BBM kemasan sebagai antisipasi.  “Dengan dukungan berbagai pihak, kami optimalkan upaya pemulihan kebutuhan energi masyarakat,” kata Roby dikutip dalam keterangan resminya, Selasa 9 Oktober 2018.

Ia menjelaskan, saat warga Palu sudah mulai bekerja pada awal pekan ini, pelayanan SPBU sebetulnya sudah mulai lancar.  “Pelayanan di SPBU sudah lancar dan bahkan cenderung lengang,” katanya.

Sampai hari ini sudah ada 15 SPBU dari 17 SPBU di Palu yang beroperasi normal.  Dan mulai hari ini, 10 SPBU sudah siap beroperasi selama 24 jam.

Pojok Pos. Pada perdagangan, harga minyak mentah merosot terbebani oleh laporan kenaikan persediaan minyak mentah Amerika Serikat. Meski demikian, harga minyak tetap berada di level tinggi, jelang sanksi AS terhadap ekspor minyak Iran pada November mendatang.

Mengutip Reuters, harga minyak Brent International diperdagangkan turun 7 sen menjadi USD84,73 per barel pada pukul 01:03 GMT. Harga minyak mentah berjangka Amerika Serikat, West Texas Intermediate (WTI) turun 10 sen menjadi USD75,13 per barel.

Tetapi, harga Brent dan WTI pada awal pekan ini sudah meningkat masing-masing 20% dan 17% dari posisi pertengahan Agustus 2018.

Institut Petroleum Amerika (API) menyatakan, pasokan minyak mentah komersial AS naik sebesar 907 ribu barel dalam seminggu hingga 28 September, menjadi 400,9 juta barel. Tetapi data resmi pemerintah yaitu Energy Information Administration (EIA) akan diumumkan pada Rabu malam waktu setempat atau Kamis pagi waktu Indonesia.

Para pedagang mengatakan, meningkatnya pasokan minyak mentah AS karena produksi minyak mentah negeri Paman Sam yang melonjak sejak medio 2016 menjadi 11,1 juta barel per hari. “Kami mengharapkan produksi minyak mentah AS pada tahun ini bisa mencapai 11,3 juta barel per hari,” kata Barclays Bank di Singapura.

Adapun dengan target 11,3 juta barel per hari akan menjadikan Amerika Serikat sebagai negara penghasil minyak mentah terbesar dunia, di depan Rusia dan Arab Saudi.

Sementara itu meski pasokan minyak mentah AS meningkat, para pedagang mengatakan pasar minyak global tetap tegang menjelang sanksi AS terhadap ekspor minyak Iran yang dijadwalkan mulai 4 November.

Kanal Utama. Deputi Direksi BPJS Kesehatan Jateng dan Yogyakarta, Aris Jatmiko menyampaikan, bahwa Badan Penyelenggara Jaminan Sosial (BPJS) Jateng dan Yogyakarta telah mendapatkan suntikan dana sebesar Rp940 miliar untuk digunakan membayar tunggakan klaim ke beberapa rumah sakit.
Menurutnya, suntikan dana sebesar itu digelontorkan dari Kementerian Keuangan (Kemenkeu) untuk dana tambahan pembayaran tunggakan klaim.

“Sudah dikirim oleh Kemenkeu minggu lalu. Dapatnya Rp 940 miliar dari kementerian Keuangan. Ini dipakai agar casflow dari rumah sakit dapat berjalan lancar,” ujar Aris dalam Diskusi Prime Topic  MNC Trijaya FM Semarang bertema Merawat Kesehatan Masyaraka di Noormans Hotel, Semarang.

Aris menyatakan, untuk keterlambatan pembayaran tunggakan maksimal selama 15 hari. Dalam mengatasi tunggakan di rumah sakit, pihaknya juga memakai dana talangan dengan bersinergi bersama bank-bank setempat. “Karena kami juga sudah dikenai denda. Solusinya menjalin kerjasama dengan bank swasta maupun BUMN. Jadi setiap rumah sakit bisa meminjam dana talangan ke sana dengan bunga terjangkau,” ujarnya.

Aris mengungkapkan, dari puluhan juta penduduk di Jateng, hingga saat ini masih ada 8 juta jiwa yang belum tersentuh layanan BPJS. Karena itu, pihaknya mendorong 13 kabupaten/kota di Jateng untuk menggenjot kepesertaan JKN agar dapat mencapai 95% pada tahun depan.

Sementara itu, kalangan DPRD Jawa Tengah angkat bicara menyangkut persoalan yang dihadapi BPJS Kesehatan terkait tunggakan pembayaran di beberapa rumah sakit (RS).  Seperti diketahui, secara nasional, defisit BPJS Kesehatan sudah mencapai Rp16,5 triliun yang terdiri Rp4,4 triliun tahun 2017 dan Rp12,1 triliun proyeksi defisit tahun 2018. Sehingga membuat Kementrian Keuangan RI menggelontorkan dana talangan defisit BPJS sebesar Rp4,9 triliun.

“Soal kebijakan kesehatan, kami dari Komisi E DPRD Jateng baru-baru ini telah membahasnya untuk 2019. Intinya bagaimana kesehatan butuh perhatian serius,” ujar Anggota Komisi E DPRD Jateng, M Zen Adv.

M Zen juga menegaskan bahwa kesehatan itu merupakan kebutuhan nomor satu, tidak bisa dinomorsekiankan. Oleh sebab  itu, pihaknya berharap kekurangan atau tunggakan yang dihadapi rumah sakit ini jangan sampai mengganggu pelayanan kesehatan.

Pojok Nasional. Menteri Keuangan Sri Mulyani Indrawati memberikan perhatian khusus terkait anjloknya nilai tukar rupiah terhadap dolar Amerika Serikat (USD) hingga menembus level Rp15.000 per USD.

Depresiasi rupiah pun berlanjut di Rabu ini, dimana pasar spot mencatat mata uang NKRI dibuka melemah 23 poin ke level Rp15.065 per USD, berbanding penutupan Selasa di Rp15.042 per USD. Laju rupiah semakin tergerus 40 poin atau 0,27% menjadi Rp15.082 per USD pada pukul 10.32 WIB.
Menurut Sri Mulyani, pergerakan rupiah menjadi suatu tolok ukur bagi para investor untuk berinvestasi di Indonesia. “Pelemahan rupiah menjadi perhatian khusus pemerintah. Karena rupiah yang melemah dapat menjadi tolok ukur bagi para investor saat ini,” ujar Sri Mulyani di Jakarta.

Tetapi, terang dia, pelemahan rupiah tidak selalu buruk bagi perekonomian Indonesia. Hal ini bisa dijadikan suatu peluang untuk bisa berkompetisi.

“Dengan depresiasi rupiah yang sampai 10%, ini menjadi tantangan dan peluang. Saya harap industri dalam negeri bisa meningkatkan produksi dan kompetisi melalui berbagai measure yang diberikan (pemerintah),” kata Sri Mulyani.
